Nous sommes heureux de vous inviter à envoyer vos articles pour le premier numéro de Kohl, dont la publication est prévue pour mai 2015. Nous encourageons particulièrement les jeunes activistes, chercheurs indépendants, étudiants diplômés, ainsi que les nouveaux diplômés à postuler. Nous accueillons volontiers tout article venant de la part de contributeurs influents dans le domaine.

La région du Moyen-Orient, du Sud-Ouest d’Asie et de l’Afrique du Nord a connu des insertions historiques d’influences occidentales et coloniales, et les domaines du genre et de la sexualité n’ont pas fait exception à ces dynamiques de pouvoir. En même temps, aspirer à un discours d’authenticité et opter pour un retour à un état précolonial ne joue pas en faveur des discours contemporains autour du genre et de la sexualité. Cette genèse récente des mouvements féministes et de la sexualité exprime la nécessité de redéfinir ces concepts vis-à-vis des contextes politiques et culturels actuels de la région MENA. Nous nous intéressons aux  articles qui historicisent ces mouvements et les mettent ainsi en contexte pour en définir les défis.

Un numéro introductif sur le genre et la sexualité dans la région MENA ne peut ne pas prendre en considération les fluctuations contemporaines des paysages géopolitiques. Que ces dernières aient entravé le travail des mouvements de base, ou simplement mené à des stratégies d’adaptabilité au changement, les politiques de sexualité alternent constamment entre l’ouverture et la fermeture des espaces privés et publics. Le déplacement et la mobilité à travers les frontières, au sein et au-delà de la région MENA, évoque la fluidité des espaces, en particulier en ce qui concerne les réfugiés, les demandeurs d’asile et les migrants.
Il reste à savoir si réinventer un noyau pour le genre et la sexualité au sein de foyers temporaires comme outil à la résistance ou à la survie répond à son propre contexte ou à un discours universalisé sur les droits humains.

Les sujets possibles incluent, sans se limiter à :

  • Redéfinir les termes et les concepts concernant l’identité, le genre et la sexualité
  • Contrer les manifestations orientalistes et les influences occidentales perçues auprès des mouvements de base de la région MENA, accompagné de stratégies de mise en contexte, et ce pour l’avancement et le développement du genre et de la sexualité
  • Mouvements des droits des femmes et droits sexuels : les défis sociaux, culturels et légaux pour l’organisation et l’adaptabilité au changement
  • Déplacement de l’idée de la ‘visibilité’ d’un spectre linéaire d’individualisme en faveur des « visibilités ambiguës »
  • La politisation et la dépolitisation de la sexualité dans une notion de décalage d’états-nations
  • L’interaction entre espaces privés et publics dans les questions de genre et sexualité dans la région MENA
  • La mobilité et le déplacement à travers les frontières et l’évolution des paysages géopolitiques concernant les réfugiés, les migrants, les demandeurs d’asile, et les cultures des pays hôtes
  • Les théories de l’intersection dans les efforts régionaux et les rencontres spécifiques

Call For Papers: Rethinking Intersections: A MENA-centered Definition of Gender and Sexuality

One of the few academic journals on gender and sexuality based in the MENA region, Kohl: a Journal for Body and Gender Research saw the light in December 2014. We are pleased to invite submissions for Kohl’s first issue, slated for publication in May 2015. Young activists, independent researchers, graduate students and fresh graduates are particularly encouraged to apply. We also welcome submissions from seminal contributors in the field.

The Middle East, South West Asia and North Africa region has witnessed historical interpolations of Western and colonial influences, and the fields of gender and sexuality were not exempt from these dynamics of power. At the same time, purporting to a discourse of authenticity and pushing for a return to a pre-colonial status, remain unfavorable to the contemporary discourses of gender and sexuality. The recent rise of feminist and sexuality movements expresses the need to redefine these concepts in light of the current political and cultural contexts of the MENA. We are interested in papers that historicize these movements and that contextualize their challenges.

An introductory issue on gender and sexuality in the MENA region cannot disregard the contemporary fluctuations of geopolitical landscapes. Whether these have put a strain on grassroots movements, or have induced strategies of adaptability to change, sexuality politics is constantly pushed in and out of private and public spaces. Mobility across borders, within and beyond the MENA, evokes the fluidity of spaces, especially in relation to refugees, asylum seekers, and migrants. It remains unclear whether reinventing loci of gender and sexuality in temporary homes as a tool for resistance or survival responds to its own intersectional context or to a universalized discourse on human rights.

Possible topics include, but are not limited to:

  • Redefining the terms and concepts around identity, gender, and sexuality
  • Counteracting Orientalist manifestations and influences in the MENA grassroots movements with contextualized strategies for the advancement of gender and sexuality
  • Women’s and sexual rights movements: social, cultural, and legal challenges to organize and adaptability to change
  • Displacing the idea of individualistic “visibility” in favor of “ambiguous visibilities”*
  • Politicizing and depoliticizing sexuality within a shifting notion of nation-states
  • The interplay of private and public spaces in questions of gender and sexuality in the MENA
  • Mobility across borders and changing geopolitical landscapes in relation to refugees, migrants, asylum seekers, and host cultures
  • Theories of intersectionality in regional efforts and in specific encounters

The deadline for submission is March 8, 2015.

We accept work in progress, provided full drafts are submitted. Please make sure to comply with the submission guidelines. If accepted for inclusion, please note that your paper will be translated to a second language by our team.

1. Organizational Location
The incumbent (i.e. GBV IMS National Coordinator) will be based partly at UNHCR Beirut Office, partly at UNFPA Country Office, according to a time division agreement between the two Agencies. He/she will undertake regular in-country travels to the five regions where the project is implemented: Akkar, Tripoli, Bekaa, South Lebanon and Mount Lebanon.
The incumbent will work under the umbrella of the national SGBV Task Force chaired by UNHCR and co-chaired by UNFPA and UNICEF. She/he will report to the SGBV Task Force Coordinator.
The incumbent will plan deliverables and priorities in collaboration with the chair and the two co-chairs of the SGBV Task Force and will keep them regularly informed of all programmatic and technical aspects of the Job Description. All administrative related matters will be reported to UNFPA, as the recruiting Agency.
The incumbent will work in close cooperation and coordination with the inter-agency GBV IMS Coordinator at the national level, as well as with the Field SGBV Coordinators in the five regions.
2. Job Purpose
The Gender-Based Violence Information Management System (GBVIMS) was created to harmonize data collection on GBV in humanitarian settings, to provide a simple system for actors providing services to GBV survivors to collect, store and analyze their data and to enable the safe and ethical sharing of reported GBV incident data within and between relevant entities. The intention of the GBVIMS is both to assist service providers to better understand the GBV cases being reported as well as to enable actors to share data internally across project sites and externally with agencies for broader trends analysis and improved GBV coordination and response.
In Lebanon, increasing concerns regarding the ongoing conflict in Syria and spill-over of persons of concern into the country prompted the SGBV Task Force to consider means and modalities to improve data collection and analysis. In January 2013, a pilot GBV IMS roll-out was launched in Akkar (North Lebanon). In July 2013, the GBV IMS Global Team supported the progressive extension of the phased roll-out to the other regions in Lebanon. As of today, the 6 GBV specialized service providers (IRC, DRC, INTERSOS, IMC, Caritas, Makhzoumi) are using the system in the 5 above mentioned regions. An Information-Sharing Protocol endorsed by the Task Force in October 2013 allows the national compilation of a limited set of data.
In order to reinforce the dissemination of good practices and increase the quality and the quantity of GBV data available, the Government of Canada is funding a two-year project “Developing Field Level GBV Capacity for Improved Service Delivery, Information Management and Inter-Agency Coordination” in 6 countries, including Lebanon. As part of this project, the incumbent will be responsible for supporting the roll-out and driving the successful implementation of the GBV IMS in Lebanon, under the supervision of the SGBV Task Force Coordinator and the guidance of UNHCR, UNFPA and UNICEF.
3. Major Activities/Expected Results
With the support of the inter-agency GBV IMS Coordinator, the incumbent will facilitate the implementation of the GBVIMS in Lebanon, providing technical support to the organizations and agencies using the GBVIMS for data collection through their service provision to GBV survivors in order to improve and expand the use of the GBVIMS. In addition, the incumbent will support national efforts to roll-out the GBVIMS among potential additional GBVIMS users in coordination with the GBVIMS Steering Committee.
The incumbent should work closely and in collaboration with GBVIMS organizations, the National GBV IMS Steering Committee, the SGBV Task Force, the Global Team and all relevant stakeholders and/or coordination bodies.
1. Coordination:
  • Participate in GBVIMS coordination meetings at the field and national levels. Provide all support needed to the field GBV IMS coordinators, including in the identification of new GBV IMS users;
  • Maintain and update the work plan/strategy for the GBVIMS rollout ensuring a clear implementation process per region;
  • Ensure ongoing communication between the field GBVIMS Steering Committees and the national GBV IMS Steering Committees, and between the National GBV IMS Steering Committee and the SGBV Task Force;
  • Assist with any other issues related to the coordination of the GBVIMS.
2. Capacity Building/Coaching: 
  • In coordination with the SGBV Task Force Coordinator, the inter-agency GBV IMS Coordinator, the National Steering Committee and the Global Team, encourage organizations and agencies to use the GBVIMS through technical support, trouble shooting, training, and quality assurance;
  • Identify capacity building needs and liaise with the inter-agency GBV IMS Coordinator for follow up;
  • Document concerns, good practices and lessons learned from the rollout process.
3. Information & Analysis: 
  • Participate in and facilitate the process of revising the Information Sharing Protocol (ISP);
  • Support the consolidation of monthly reports from GBVIMS users;
  • Utilize GBVIMS data to support reporting, produce information bulletins for programming and advocacy purposes and every other relevant use.
4. Facilitation and Representation:
  • Help organize support missions to Lebanon and facilitate the delivery of technical outputs;
  • Represent the GBV IMS Steering Committee as requested;
  • All other tasks required from the supervisor.

Requirements/Qualifications 
  • Lebanese nationality;
  • MA (preferred) in public health, social work, women/gender studies, humanitarian or development work, or other related degree, or equivalent programming experience;
  • At least 3 years of Programme management or other relevant experience, preferably including at least 1 year implementing a GBV program in a humanitarian context;
  • Experience developing and facilitating workshops;
  • Experience in information management, database development, usage and management;
  • Demonstrated capacity to analyse data/statistics for humanitarian operations;
  • Excellent Computer skills: MS Word, Excel, Access and database software, including in depth knowledge of pivot table/chart analysis;
  • Fluency in English and, Arabic strongly preferred.

The Lebanese American University (LAU) seeks applicants or nominations for the position of Director of the Institute for Women’s Studies in the Arab World (IWSAW). Established in 1973, IWSAW is committed to pioneering academic education and research on women in the Arab world. The Institute seeks to empower women through development programs, community education, and policy change regarding women’s rights in the region. The Director will be entrusted with establishing the vision and strategy to take IWSAW to the next level of excellence. The Director will liaise and collaborate with similar institutes, pertinent non-governmental organizations, and policy makers locally, regionally and internationally. She/he will identify and strengthen links with donors to increase support for IWSAW’s programs. She/he also will spearhead new research initiatives to address regional women’s and gender issues, engaging IWSAW and LAU faculty, staff and students in scholarly work. The Director is expected to possess strong communication skills in English and Arabic.

 

Specific duties and responsibilities:

 

1. Oversee implementation of the recently established M.A. program in Women and Gender Studies.

 

2. Partner with LAU faculty to strengthen the gender component in graduate and undergraduate programs.

 

3. Organize conferences, workshops, and seminars that raise awareness and build capacity for addressing women’s issues in Lebanon and the region.

 

4. Oversee the publication and enhancement of Al-Raida, the Institute’s journal.

 

5. Manage the Institute’s human and capital resources.

 

6. Represent IWSAW at regional and international forums that address women’s and gender issues.

 

7. Serve on and support IWSAW’s Advisory Board.

 

Candidates for the position should hold a PhD and have an established record of accomplishment in the area of women’s and gender studies or a related discipline. The Director will have a faculty appointment in the School most appropriate for her/his discipline. She/he will be expected to teach and contribute to the work of that school. Furthermore, the Director reports to the Provost on academic matters and to the President on other issues pertaining to the Institute.

 

The initial 3-year appointment will be at a rank commensurate with the academic background and qualifications.
